Debbie- I did that picture/background several years ago, probably using Microsoft Picture It! Publishing. If I were to do it today, I'd find that barbed wire border in an art clip somewhere on the web; then use Photoshop Elements to insert it into my photo and then remove the background around it. These things are great fun to do, but time consuming! Love, AA
